McDOUGALL, Donald (1878-1938) West Ham 1893-1938 (CL 1933)
When the first Chief of WEST HAM, Alfred Cotgreave, retired in 1905, he successfully advised that no successor be appointed and that those in charge of the several branches report directly to the Library Committee, presumably in turn. The situation reverted in 1933 when McDougall became the second Chief and responsible for the first measures of centralization. He is believed to have been the first English librarian to adopt the American Dickman charging system.
